EV Charger Installation in Pennsylvania: Permits, Licensing & Rebates
Pennsylvania handles home EV charger installs almost entirely at the local level: no statewide electrician licence, permits issued by each city, township or borough, and utility programs that reward off-peak charging rather than paying for the charger. Everything below was read on Pennsylvania’s code, agency, municipal and utility pages.
Which Code Applies in Pennsylvania
Pennsylvania’s Uniform Construction Code adopted the 2021 International Residential Code for houses, effective January 1, 2026 (the 2018 codes applied before that). Home wiring follows that code’s electrical chapters, as amended by Pennsylvania.
The UCC is enforced locally: your city, township or borough issues the permit, and many use third-party inspection agencies rather than their own inspectors.

Who Can Do the Work
Pennsylvania has no statewide electrician licence. The Department of Labor & Industry says the Commonwealth “currently has no licensure or certification requirements for most construction contractors,” and that local requirements typically cover electrical contractors. Philadelphia, for example, requires a city electrical contractor licence, and from July 1, 2026 EVITP certification for contractors on EV charger permits.

Who Issues the Permit, City by City
A home Level 2 charger on a new 240V circuit needs an electrical permit almost everywhere in Pennsylvania. Here is who issues it in the Pennsylvania cities we cover, read on each office’s own website.

Frequently Asked Questions
Do I need a permit to install an EV charger in Pennsylvania?
Yes, for a new circuit. Permits are issued locally under the Uniform Construction Code — the table on this page lists the issuing office in Philadelphia, Pittsburgh, King of Prussia, Lower Merion, Lancaster, Allentown, State College and Doylestown.
Are there rebates for a home EV charger in Pennsylvania?
Not for the charger itself. The state’s Alternative Fuel Vehicle Rebate is closed and covered vehicles only. PECO pays $50 per EV for registering it, PPL pays up to $120 a year for managed charging, and Duquesne Light rewards off-peak charging.
Can my HOA or landlord stop me installing an EV charger in Pennsylvania?
Pennsylvania has no right-to-charge law for condo owners, HOA members or renters, so your association’s rules or your lease decide. Get written approval before an electrician starts work.
Does Pennsylvania require a licensed electrician?
Not at the state level — Pennsylvania has no statewide electrician licence. Licensing is local: Philadelphia requires a city electrical contractor licence, and Lower Merion requires its own master licence for electrical permits.
